A Synod of Bishops. Actually, if you read about the Great Schism, this is exactly what happened, only the Eastern Bishops who wanted to excommunicate the pope didn't have the votes, so afterwards they just broke away. But, that's how it's done. They have to come together, and vote. Much like the House of Representatives would censure a President of the US.Who would excommunicate the pope if he was teaching false doctrine?
Since they have been teaching false doctrines from the founding of the church in the 3rd century, it appears that no one cares, as long as they get a cut of the gross.
